Eligibility criteria

To qualify as a Trade Commissioner Service (TCS) client, your Canadian business or organization must meet the following requirements.

Company size and type

  • be a small, medium, or large business
  • be a foreign division of a company registered or incorporated in Canada
  • be a qualified client represented by consultants, suppliers, agents, or students

Economic ties to Canada

Your business must demonstrate meaningful economic ties to Canada, such as:

  • supporting one or more established offices with:
    • employees
    • a subsidiary
    • a plant
    • a research and development establishment
    • a joint venture in Canada
  • being listed on a Canadian equities exchange with potential for a strong contribution to the Canadian economy

Economic impact

Your business should have the potential to contribute to Canada's economy through:

  • increased exports of products or services made in Canada
  • out-licensing technologies abroad
  • new job creation
  • increased research and development activity
  • increased production in Canada

Capacity and commitment to international business

Your business must show the capacity for and commitment to international business by:

  • conducting research on foreign markets and opportunities
  • dedicating time and resources to doing business abroad
  • developing a realistic and credible international business plan

Ineligible businesses

You do not qualify for our services if you are:

  • a company focused on selling equities or real estate abroad
  • a one-person, unregistered business looking to sell an idea abroad
