- Three economic themes run through the 12th Five Year Plan: increasing domestic demand, raising productivity and producing in a more environmentally friendly manner.
- China will continue to actively engage the rest of the world in order to achieve the Plan’s objectives. Foreign investment in advanced agriculture, high tech industries, energy conservation and environmental protection will be especially welcome.
- While urbanization will be encouraged, China will limit the expansion of mega-cities, preferring balanced regional development. Foreign investment will be sought in the country’s interior, areas that already offer many advantages
