  • How well the proposal provides for a national perspective and benefit to the respective Canadian industry sector
  • Eligibility of activities and expenditures for funding and linking of proposed strategy to GOA's objectives
  • Capability of associations to complete the proposed activities as described in a timely basis
  • How well did the association use and manage the GOA funds in the past
  • Stated multi-year vision as to the potential for international business growth in this sector over the next three years building on this year's GOA activity
  • Level of funding requested in relation to the performance measurement
  • Identification of new or enhanced results or activities that build on GOA-supported outcomes from past years (incrementality)
  • Consideration will be given to proposals that address international business development opportunities in the government's priority markets and sectors
  • Validation of expected results and outcomes - what are the measurements, how will these be measured and what performance indicators will be used
  • How well do the proposed activities favour small Canadian businesses (SMEs)
  • Support from posts abroad
  • Completeness of the application
