Executive Summary
Introduction
"The Canadian Way" of pursuing scientific research is founded on
partnerships, networks and excellence.These are essential ingredients at all
levels of the Canadian innovation system, from governments, to universities,
to industry, to the international partnerships that are becoming ever more
frequent as the world's business community has come to recognize Canada as an
ideal country in which to conduct R&D.
International S&T collaboration
Agreements. Partnerships. Programs.
Canada's Innovation Strategy includes four priorities: accelerating
knowledge creation and commercialization; ensuring a continuous supply of
highly qualified people to support the knowledge-based economy; modernizing
business and regulatory policies to foster industrial R&D; and helping
communities to develop innovation infrastructure to attract S&T investments.
Canada's S&T community welcomes other countries' interest in partnering
with Canada. In fact, Canadaoffers exceptional conditions for research,
including R&D tax-credit programs.
Canada's R&D excellence
Science. Technology. Innovation.
Industry, governments and universities drive S&T in Canada. Government
plays four roles: funder, facilitator, performer and regulator. Strong
research universities advance knowledge through basic research while also
preparinga highly skilled workforce for the future. And industry works with
partners and governments to power the knowledge economy.

Industry-government-university partnerships are essential to the
innovation process. These collaborations are fostered by strategic programs,
implemented by the Science-Based Departments and Agencies and other
organizations described in these pages.
Strategic programs
Contribution. Organization. Collaboration
Canada funds strategic research programs through nine organizations,
each focussed on a specific area. These areas include international
opportunities for S&T collaborations; infrastructural investments to support
research andtraining; and research that involves multi-disciplinary effort,
often related to major long-term national and international projects in areas
such as genomics, nanotechnology and photonics.
Science-Based Departments and Agencies
Networks. Infrastructure. Opportunities.
Canada also funds specific research programs through 10 federal
departments and agencies whose work includes research and development of S&T,
but whose main focus is on programs and policies related to national interest.
They deal with such areas as agriculture, defence, health, industrial
development, natural resources, the environment and space exploration.
Excellence in Action
Canada's R&D sectors
From coast to coast, Canadian researchers are pioneering technologies in
such areas as genomics, nanotechnology and photonics. Similarly, our sectors
in aerospace, advanced manufacturing, and environmental and resource
technologies are growing apace.
