Virtual Advanced Manufacturing Technology Partnership Mission to India, January-February 2021

Request for Expression of Interest

Global Affairs Canada, through the Consulate General of Canada in Mumbai, the High Commission of Canada in New Delhi, and the National Research Council Industrial Research Assistance Program (NRC IRAP), will be pleased to receive your application to participate in the “Virtual Advanced Manufacturing Technology Partnership Mission to India”, which will take place at the end of January-beginning of February 2021 (specific dates TBC). Due to COVID-19 and global restrictions on travel, this technology partnership mission will take place virtually and will not involve physical travel for participating companies.

Note that interested companies must apply no later than Friday, November 20, 2020.

Mission Objective

The mission will focus on establishing industrial R&D and technology collaborations (specifically to discover and outline potential technology validation, adaptation and co-development projects) between Canadian and Indian companies in the automotive, defense and public safety and security, and mass transportation sectors.

Virtual Mission Description

The Virtual Advanced Manufacturing Technology Partnership mission will include a virtual innovation event organized in collaboration with India’s Global Innovation and Technology Alliance (GITA) and Confederation of Indian Industry (CII), as well as a virtual event organised in collaboration with the Windsor-Essex Regional Chamber of Commerce. The mission will focus on establishing opportunities for industrial R&D collaboration (specifically technology validation, adaption and co-development) in the automotive, defense and public safety and security, and mass transportation field. The mission is intended to promote discussions on commercialization-oriented R&D collaboration opportunities. Elements of the mission may include:

Description of the Initiative

Over two-thirds of world trade occurs through global value chains (GVCs), and the COVID-19 pandemic has triggered a reconsideration of how these function. Companies have started realigning their global supply chains in response to shifting manufacturing cost structures, improvements in advanced manufacturing, tariff wars, increasing non-tariff barriers to trade, and rising protectionism.

In response to supply chain challenges exacerbated by the current pandemic, India has articulated a vision of an India that is “self-reliant” – but with a global outlook - and has begun to develop and implement policies to help it achieve that vision. A part of this vision includes offering India as a global centre for production to help build diverse and resilient global supply chains. The recently-proposed Supply Chain Resilience Initiative (SCRI), jointly mooted by Australia, India, and Japan for building resilient supply chains, has the potential to fundamentally reshape cross-border production networks. It is very likely that this initiative will be open to other likeminded countries to join.

In this context, the Virtual Advanced Manufacturing Technology Partnership Mission is being launched with the objective of facilitating technological collaborations between Canadian and Indian companies in the automotive, defense and public safety and security, and mass transportation sectors.

Automotive Sector in India

India is home to one of the largest auto industries in the world with an annual production of over 25 million vehicles, significantly above conventional automotive superpowers such as the US (17.5 million vehicles) and the EU (12.6 million vehicles).

Defense and Public Safety and Security Sectors in India

India has emerged as the second largest importer of defense equipment in the world, accounting for 9.2% of total global imports during the period 2015-2019. India’s 13th Defence Plan (2017-22) has budgeted $248 billion for capital acquisition, and is a significant market in areas such as aircraft, frigates, radars, missiles, tanks, artillery guns, rifles, micro unmanned aerial vehicle (UAV), ballistic helmets, helicopters, rockets, ships, ammunition and simulators. Note: R&D projects for technologies with applications in the defense sector only are not eligible under the Canadian International Innovation Program (CIIP) - however, R&D projects for technologies that have civilian applications may be eligible.

Mass Transportation

Rail passenger movement in India currently accounts for almost 40 percent of global activity, and India’s rail network is likely to grow faster than anywhere else in the world. India’s Ministry of Railways is working to upgrade India’s aging rail infrastructure to the next generation of technology, and provide higher service quality and enhanced safety.

Financial Support for Travel to the Mission

Since this is a virtual mission, no travel is envisaged for participating companies.

How to Apply for Participation

  1. Interested companies should request an application from Kishor Mundargi (Kishor.mundargi@international.gc.ca), Trade Commissioner at the Consulate General of Canada in Mumbai. In your request, please provide a brief summary of your company. A full application form requesting additional information on your company, your technology and your interest in discussing possible R&D opportunities will be sent to you;
  2. Completed application forms should be sent no later than November 20, 2020 to Consulate General of Canada in Mumbai;

    Please note: Participation is limited. Applications submitted will be assessed and vetted to determine the eligibility and the relevance of the Applicant to participate in the R&D Partnering Mission based on the quality of the information provided in regards to the technology and the appropriateness of the technology for the target CIIP market.

  3. The Consulate of Canada in Mumbai and the NRC IRAP Industrial Technology Advisor (ITA) will select companies to participate in the mission. Selected applicants can expect to be notified no later than December 4, 2020.

Canadian International Innovation Program (CIIP)

Global Affairs Canada (GAC) in collaboration with the National Research Council Industrial Research Assistance Program (NRC IRAP) delivers the Canadian International Innovation Program (CIIP) in India. CIIP supports industrial R&D collaborations between Canadian SMEs and companies in key markets, including India. Collaborative R&D projects (validation, adaptation and co-development) between Canadian and Indian companies resulting from the Virtual Advanced Manufacturing Technology Partnership Mission to India may be eligible to apply for CIIP project funding.
