The International Public School Education Association of British Columbia (IPSEA) expanded into the Kazakhstan market through partnerships with local student recruitment agencies and education stakeholders. With support from the Trade Commissioner Service (TCS), this initiative helped connect British Columbia public school districts with prospective students, strengthening Canada’s international education presence while supporting local communities.

Connecting schools with global partners
IPSEA represents 37 public school districts with over 200 schools across British Columbia. Their members cater to international students by offering the British Columbia education curriculum with English language learning support. They also offer pre-screened homestay programs and strong student support services.
To grow its presence in Central Asia, IPSEA participated in a 2024 trade mission to Kazakhstan. The TCS, including Jurgita Rushkyte and Anne-Marie Leclerc, supported IPSEA’s participation in the mission by helping them better understand the local education market, identify potential opportunities, and connect with key stakeholders.
IPSEA also benefited from TCS-led collaboration with other Canadian partners, including the British Columbia Ministry of Education and Immigration, Refugees and Citizenship Canada.
From connections to classrooms
Following the trade mission, 12 students from Kazakhstan enrolled in British Columbia public schools. Each student contributes approximately CAD 28,000 in tuition and homestay costs, generating an estimated CAD 336,000 in economic impact for Canada.
Beyond these immediate results, international students who have a positive experience studying in Canada often become ambassadors for Canadian education and encourage their friends and family to pursue studies here.
