As the global threat environment continues to evolve and defence investment increases, Canada’s defence industry plays a critical role in the defence and security of Canada and supporting the economy. Canadian companies develop innovative products that are sold around the world and depend on complex international supply chains to bring them to market.

Canada’s Defence Industrial Strategy (DIS) is a whole-of-government initiative to strengthen Canada's defence industrial base through strategic investments in innovation, advanced manufacturing, workforce development, and supply chain resilience. The Strategy supports the growth and international competitiveness of Canadian defence and dual-use firms, including through enhanced export promotion, stronger partnerships with allies, and a target to increase Canada's defence exports by 50%.

Canada’s Defence Industrial Strategy highlights:

  • the Government of Canada will procure strategically and prioritize built in Canada solutions for the Canadian Armed Forces
  • exports are essential to building a strong and sustainable defence industry
  • defence firms will need to look to opportunities abroad as well as at home to support the innovation and expanded production capacity required to meet today’s international defence and security environment

The DIS also designates 10 Sovereign Capabilities as priority investment areas that maximize Canada’s strategic autonomy and resilience while minimizing supply chain vulnerabilities. These priorities outline for industry where future government procurement, investment, and export opportunities will be focused.

The 10 Sovereign Capabilities are:

  • aerospace and avionics systems
  • ammunition and munitions production
  • digital and enabling technologies (e.g., AI, cybersecurity, secure cloud, quantum)
  • in-service support and sustainment (land, air, and naval platforms)
  • personnel protection and medical countermeasures
  • sensors and electronic warfare systems
  • space systems and satellite technologies
  • specialized manufacturing (e.g., shipbuilding, military vehicles, Arctic-capable systems)
  • training and simulation technologies
  • autonomous and uncrewed systems (including drones)

Programs for defence and security companies

  • The Defence Concierge Service from Innovation, Science and Economic Development Canada (ISED) helps businesses working in defence navigate government programs, services, and opportunities. This new service provides a single-window into existing supports designed to help Canadian companies leverage the knowledge, networks and relationships across the federal government, and access the resources they need to grow.
  • The CanExport SMEs (small and medium-sized enterprises) funding program offers competitive funding to help eligible Canadian small and medium-sized enterprises expand into new international markets. Projects targeting the defence market will be processed within 60 business days.
  • The Canadian Defence Industry Resilience Program from National Defence provides funding to Canadian businesses to increase their production capacity for defence-related goods, equipment, services, and materials. This includes enhancing existing and introducing new production capabilities, improving the supply chain resiliency for component parts and raw material such as critical minerals and strengthening domestic production.
  • The Regional Defence Investment Initiative from Canada’s Regional Development Agencies (RDAs) helps small and medium-sized enterprises (SMEs) integrate into defence supply chains and enhance industrial and innovation capacity in support of Canada’s defence and security needs.
  • The Defence Industry Assist (DI Assist) from the National Research Council of Canada Industrial Research Assistance Program (NRC IRAP) provides advice and funding to SMEs investing in research and development of defence and dual-use technologies.

Canada’s agreement with the EU to participate in SAFE

On February 14, 2026, Canada and the European Union (EU) signed an agreement setting out the terms for Canada’s participation under the EU’s SAFE Instrument. The Agreement is now provisionally in force, meaning Canadian firms can compete for contracts funded by the SAFE financial instrument. It also places Canadian tier-one suppliers at an advantage, since their products are considered European for the purposes of SAFE content rules.

Canadian firms are encouraged to leverage Canada’s participation in SAFE as they seek out new opportunities in European markets. The Trade Commissioner Service is available to assist with market intelligence and matchmaking. Contact tdo-defence@international.gc.ca for more information.
